Vaccine Mandate

Dear valued customer,

Thunder Airlines would like to thank you for your continued business throughout the COVID-19 pandemic. The Canadian Government has recently instituted a vaccine mandate to protect the aviation industry and reduce the spread of COVID-19. This mandate will require all eligible passengers boarding an aircraft in Canada to be fully vaccinated or to have received approval for a temporary exemption prior to travel.  Exemptions will also apply to accommodate those living in remote communities with limited road access and where molecular testing isn’t readily available.

Federal Vaccine Mandate

The Federal Vaccination Mandate applies to any traveller over the age of 12 years + 4 months old departing a Canadian aerodrome and requires that they:

  • Provide proof of being fully vaccinated against COVID-19; or have approved temporary exemption; or are travelling under the Accommodations for Remote Communities (see below for details).
  • Submit a request to be considered for an exemption to the requirement to be vaccinated (if applicable) within the specified timeframe;
  • Are in possession of a mask, even if fully vaccinated;
  • Do not board an aircraft if they:
    1. Are exhibiting a fever and cough; or a fever and breathing difficulties;
    2. Have or have had COVID-19 in the past 10 days, or have any reason to suspect they have COVID-19, or have developed signs or symptoms of COVID-19 in the past 10 days
    3. Are subject to a mandatory quarantine order as a result of recent travel or because of local or provincial health order that prohibits them from travelling.
  • May be subject to a measure taken by the federal, provincial, or territorial government at the destination airport for that flight to prevent the spread of COVID-19.
  • May be subject to a monetary penalty of up to $5,000 if they knowingly provide false or misleading information about their health status.

NOTE: Passengers with temporary exemptions due to Medical Inability, Essential Medical Services/Treatment or Sincere Religious Belief will require a valid COVID-19 test result before boarding.

 

Temporary Exemptions

Very limited temporary exemptions to vaccination will be available for travel within Canada and all of which require pre-approval from Thunder Airlines prior to travel. Additional information on how to apply for a temporary exemption can be found directly on the form which can be downloaded from our website under the Exemption Forms tab.

NOTE: Temporary exemptions are available for unvaccinated passengers but are not required when travelling to a remote community (Appendix B).

  • Medical inability to be vaccinated
    • The passenger requesting a temporary exemption due to medical inability to be vaccinated must submit a completed copy of this form to Thunder Airlines for approval at least 2 days prior to travel.
    • In addition to the approved form, the passenger will require to provide proof of results for a COVID-19 test (see below).
  • Essential medical services and treatment
    • The passenger requesting a temporary exemption due essential medical services or treatment must submit a completed copy of this form to Thunder Airlines for approval at least 2 days prior to travel.
    • In addition to the approved form, the passenger will require to provide proof of results for a COVID-19 test (see below).
  • Sincere religious belief
    • The passenger requesting a temporary exemption due to sincere religious belief must submit a completed copy of this form to Thunder Airlines for approval at least 2 days prior to travel.
    • In addition to the approved form, the passenger will require to provide proof of results for a COVID-19 test (see below).

Temporary Exemption request forms must be completed and returned to Thunder Airlines for approval within the timeframes described above. Completed forms can be dropped off directly at our Customer Service desk or emailed to charters@thunderair.com .

Once an exemption request form is received, it will be reviewed by a Thunder Airlines representative. The passenger will be notified as to the status of the application prior to travel. A copy of a completed approval form must be carried by the passenger during their travel and made available upon request.

 

COVID-19 Testing for Temporary Exemptions

In all cases, where an unvaccinated traveller has been provided with a temporary exemption form a valid COVID-19 test result is required prior to boarding.

An unvaccinated traveller must provide proof of one of the following:

  • A negative result from a COVID-19 molecular test taken no more than 72 hours prior to scheduled departure time; or
  • A positive result from a COVID-19 molecular test that was taken at least 10 days and no more than 180 days from the scheduled departure date.
  • A negative result from a COVID-19 rapid antigen test that was taken no more than 1 day prior to scheduled departure time.

 

Accommodations for Remote Communities

For those living in remote communities (some of which are not accessible by road), air travel is often the only link to essential services. The Government of Canada has worked with Provinces and National Indigenous Organizations to develop these accommodations.

  • Until local testing capacity can be assured, travellers departing from airports serving remote communities will not be required to provide proof of vaccination or a valid COVID-19 molecular test. This accommodation will NOT apply to onward flights departing from what have been deemed to be Gateway Airports (Appendix A) or return flights to remote communities (Appendix B).
  • Any passenger traveling to a remote community will be required to provide proof of vaccination or have received a result for a COVID-19 molecular test. Temporary exemption forms are not required.
  • To ensure all travelers coming from, or transiting to, remote communities have access to molecular testing the Government of Canada has provided the Gateway Airports with self-administered rapid COVID-19 molecular test.
  • The test kits will be made available to unvaccinated passengers prior to check in and are free of charge.
  • A negative test result will allow unvaccinated travellers to continue their travel without the need for another test result for 72hrs. This test result would allow travellers to board multiple flights with the same negative test result.

NOTE: The process to obtain results takes approximately 30 minutes so these individuals are strongly encouraged to arrive at the airport at least 1 hour prior to departure to avoid any unnecessary delays.

 

Appendix A- Gateway Airport

The following sites have been identified as Gateway Airports and passengers departing from these locations to remote communities will be have access to rapid molecular test kits at no charge.

  • London
  • North Bay
  • Ottawa
  • Sault St. Marie
  • Sudbury
  • Thunder Bay
  • Timmins
  • Toronto (Pearson)

 

 Appendix B- Remote Communities

Passengers travelling to these remote locations will be required to provide proof of vaccination or a molecular test result. Anyone departing from these locations will NOT be required to produce any vaccine related documentation until their return flight or onward travel. The following is a list of specified remote communities in Ontario only.
